Télio Murrure is a Lawyer and Consultant with over 10 years of experience. He has been working with the Projects, Energy & Infrastructure Practice Group. He advises on matters related to energy and natural resources, with special focus on Oil & Gas, Energy, Environmental Issues and Mining. Also has strong experience in Intellectual Property, Arbitration, Public and Private Partnerships and Infrastructures.

Professional Qualifications

  • Legal advice in Natural Resources with focus on Oil & Gas matters;
  • Liaising with public entities and regulatory bodies on different compliance matters;
  • Drafting and execution of contracts across the entire value chain in investment projects in oil & gas, mining and energy sectors;
  • Legal due diligence on holders of concessions, licenses or assets in Mozambique for the purpose of monitoring and assessing the fulfilment of their statutory obligations or in connection with merger and acquisition transactions, transfer of participation interests and assets;
  • Providing legal advice to company´s management in commercial matters and compliance with statutory obligations;
  • Assisting a multinational mining, metals and petroleum public company to settle its operation in Mozambique in compliance with the regulation of rail, port and maritime sector;
  • Assisting a client in negotiating and acquiring a world-class integrated mine and rail network as well as a deep-water port;
  • Assisting a client in negotiating and acquiring an onshore upstream gas asset, comprising one in production phase, other in near term development and another one already in exploration phase;
  • Issuing legal opinions on issues emerging out of concession contracts, licenses and permits, relationship with stake holders and others;
  • Managing relationships with the relevant stakeholders in the oil & gas sector, namely INP, ENH, AMOPI and others; and
  • Acting as an in-house legal advisor under a secondment in one of top 3 oil company established in Mozambique.
