Approval of the Proposal for a Resolution of the ILO Convention on Harassment

We serve to inform the business community and other interested parties that the Government of the Republic of Mozambique, in an Ordinary Session of the Council of Ministers, held on July 25, 2023, approved the proposal for a Resolution ratifying Convention No. 190 of the International Labor Organization (ILO) on the Elimination of Violence and Harassment in the World of Work, adopted on 21 June 2019, for submission to the Assembly of the Republic.

The ratification of this instrument aims to strengthen the action of the competent authorities, including labour inspectors, in the elimination of harassment and violence at workplace, as well as reinforce the obligation of the State to bring a legal regime appropriate to the factual reality of this phenomenon.

The proposal of the new Labor Law, approved in general by the Assembly of the Republic of Mozambique, on August 7, 2023, introduces innovations related to harassment, extending the responsibility of employers to situations of harassment committed by hierarchical superiors, in line with the legal-criminal qualifications, thus contributing to the paradigm shift and fortification of the legal regime of crimes against sexual freedom in Mozambique.
