Duty to Communicate Job Vacancies and Pre-Professional Internships

We hereby inform the business community and other interested parties that employers, both public and private, with job and/or pre-professional internships vacancies must communicate to the relevant entity specialised in employment matters (INEP – Instituto Nacional de Emprego, IP).

The abovementioned communication must be made at least 7 (seven) days prior to the publication of the vacancy, via Portal Público de Emprego https://emprego.inep.gov.mz/public/vagas, email [email protected] or in hardcopy, according to the models approved by Decree no. 45/2023, of 03 August (Regulation on the Communication of Job Vacancies and Pre-professional Internships), in force since 03 August 2023.

Failure to comply with the duty to communicate may give rise to the following sanctions:

  • Warning – when made less than 7 (seven) days before publication;
  • A fine corresponding to 2 (two) minimum salaries of the respective sector of activity – when made after publication;
  • A fine corresponding to 5 (five) minimum salaries of the respective sector of activity – when there is no communication.

In the event of a repeat offence within six (6) months of the date on which the last fine was applied, a new fine will be applied, increased by fifty percent.

Repeat offence on communication in cases where a warning has previously been issued is punishable by a fine of 3 (there) minimum salaries of the respective sector of activity.
