New Limits on Payments Abroad Using Bank Cards
We hereby inform the business community and other interested parties that the Bank of Mozambique has approved Notice No. 9/GBM/2025, of 2 December 2025, which sets out new rules for payments abroad using bank cards. The Notice will be in force for a period of 12 (twelve) months.
The Notice is applicable to credit institutions subject to the supervision of the Bank of Mozambique and to individuals and legal entities holding bank cards issued in Mozambique, whether foreign exchange residents or non-residents.
Card holders may make payments abroad using bank cards up to an annual limit equivalent to 6,000,000.00 MT (six million Meticais). This annual limit does not affect the daily limits set by each credit institution and, once the limit is reached, the credit institutions must block all bank cards, of the same holder, for foreign transactions.
The Bank of Mozambique may approve higher or different limits on a case-by-case basis and upon a substantiated request.
Notice 9/GBM/2025 is in force since 2 December 2025, and its non-compliance is punishable under the terms of Law No. 28/2022, of December 29.
