Urgent Submission of the Declaration of Beneficial Owners by Foreign NGOs

The international community and foreign Non-Governmental Organizations (NGOs) registered in Mozambique are hereby informed that the  submission of the declaration of effective beneficiaries and management bodies has become mandatory for NGOs, under the legislation in force, approved by Law no. 14/2023, of August 28, on Preventing and Combating Money Laundering and Terrorism Financing, and Decree-Law no. 01/2024, of March 8, which approves the Regulation on the Registration of Legal Entities.

Under these terms, all foreign NGOs that have not done so, are urged by Circular No. 3042 MINEC/DAJC/001.3/2025 of the Ministry of Foreign Affairs and Cooperation to fully comply with the aforementioned legal provisions by regularizing their situation as a matter of urgency.

The registration of the beneficial owner is done through the official website of the Legal Entities Registry Office (CREL): utente.srn.gov.mz.

Failure to comply with this legal obligation may result in sanctions provided for in the applicable legislation, including fines.
