Our lawyers in Zimbabwe advise public sector bodies procuring major infrastructure projects on every legal aspect from developing the procurement strategy, producing and negotiating contractual documentation, tax structuring, forms of delivery, and risk allocation between the public and private sector. 

Many procuring authorities are facing pressure currently to vary signed PPP contracts to reduce expenditure and we have extensive experience in advising in respect of operational projects across all sectors.

Experience has included advising:

  • As co-transaction advisors to assist the Infrastructure Development Bank of Zimbabwe in the procurement of the private partner in the design, financing, construction/dualisation, operation and maintenance of the (a) Harare to Beitbridge Highway (Phase 1); worth USD1 billion; (b) Harare-Chirundu Highway (Phase 2), and Harare Ring Road (Phase 3) worth US$2.7 billion.
  • TelOne, the biggest fixed telecommunication provider on PPP engagements (in terms of the Joint Ventures Act [Chapter 22:22] of Zimbabwe) in the deployment of Fibre to the Home Broadband Access Infrastructure Project.
  • Lead local advisor to a PPP/joint venture partner to the Ministry of Transport and Infrastructure Department (MoTID) in the procurement of the following projects: concession agreement for the development and maintenance of the computerized revenue collection system; concession agreement – Zimbabwe integrated transport management information system; concession agreement – computerized revenue billing system for various municipalities.
